How do you pick the notes for a bottom?

Hey folks, I'm not a bass player, but I have a general question about the rock / pop parts low. I was listening to a song by Phish, which has an elaborate, fast-moving bass line, although the chord progression was much slower movement notes (ie, below 16, half note chords). I noticed that, in general, the bassist played the tonic in the first half of the chord change, then proceed to play another chord or not the chord notes in the rest of the measure. Overall, this is a general formula for the pop / rock bottoms? Another change I noticed was that sometimes low would be to ignore the tone early, so that the string is played by guitar and keyboard, while the bass plays another chord / notes of the chord does not. Any important points to write the bass parts that would be useful to know for a non-bass? Or any printed / online resources you can recommend? Please share your knowledge. Thanks
