What is the technical definition of action down at a guitar? What separates low share of medium-low?

When I brought my guitar for small adjustments and a sequence of change, the luthier told me ... "We do not consider this action low." (although string 12th fret only rises half way up my index finger nail). I do not get it ... How low is low, then?

Action is determined by the distance of the strings to the fret bar itself, with preset distances available as guides for them.
