Guitar Octave Tuning

How can I make a low normal play?
Okay I want to know how I can make a normal play bass guitar. I heard its possible, but the strings have to be tuned an octave lower. Is there a problem with that? Does the strings have to be changed? What more can be done?
Tuning everything an octave lower, because the strings will not have the voltage they need. If it is an electric guitar you can buy an effects pedal that will drop the sound an octave lower, but I suggest looking for used in a low a pawn shop or craigslist unless you already want to start a multi-effects unit - then get one that has this feature eighth.
