Elec Guitar Truss Rod Adjustment - what to do when the tensioner is loose and there is no difference string fret 7 @?

My brothers guitar Elec (Yamaha) low E string vibrates / 1 touches the fret when plucked. I loose the tensioner and it helped a little, but still vibrates (truss rod nut completely off). I raised the action the low E string (without success). Now there is virtually no difference between the 7th fret and string, when the 1st and 17th frets are pressed. And now? Replace the nut? Use as a toboggan? Jason

If the string buzzes on the first fret, it sounds like you have a problem with the nut, not the truss rod.
